Experience and track record
We have specialised skills and expertise in evaluations at the health system, health program, and health service levels. We have a proven track record in conducting a wide range of policy and program evaluations for Commonwealth and State governments and have undertaken more than 70 competitively tendered evaluation studies.
Evaluation approaches and methodologies
We deliver evaluation outcomes with strategic value and practical application in line with our clients’ needs. Our approaches are evidence-based.
We use a range of different evaluation approaches, such as developmental and formative evaluation, summative assessment, needs assessment, and economic/financial analysis, amongst others.
We apply relevant evaluation methodologies, including program logic, evaluation frameworks, and performance monitoring systems. We have experience with qualitative, quantitative, and financial evaluation methods.

We undertake reviews and evaluations:
- Across a diverse range of health policies and programs;
- Along the entire continuum of consumer/patient care;
- With a wide variety of professionals, service providers and stakeholder groups; and
- For all levels of government and the private sector.

How can we help
Policy and program reviews
Policy and program review projects involve assessing the suitability of a program’s design and operation. We provide recommendations for changes to the policy environment and program design to promote continuous improvement, accountability and informed decision making.
Literature reviews
Literature review, meta-analysis, and environmental scanning are integral to our projects. We undertake reviews against current evidence-based classification systems (e.g., NHMRC levels of evidence), meta-analysis of grey literature, and environmental scanning of the qualitative and quantitative needs of specific populations and community areas.
Qualitative analysis
We have extensive experience applying a wide range of qualitative analysis techniques, including grounded theory as well as content, narrative, and thematic analyses.
Quantitative analysis
We have extensive experience in using statistically appropriate quantitative evaluation methodologies.
Process/implementation evaluation
Aspex Consulting has conducted numerous process and implementation evaluations to assess whether program activities were implemented as intended.
Outcome/impact evaluation
Aspex Consulting has undertaken numerous outcome evaluations to assess the extent to which program goals and objectives (short and long-term) have been achieved, the program’s consequences (positive and negative), and, where possible, the effectiveness of the program.
Post-implementation review
Aspex Consulting has been contracted to undertake a wide range of post-implementation reviews for many clients. We have been required to evaluate whether project objectives were met, determine how effectively the project was implemented, and provide independent advice on program effectiveness and replicability.
